Scotland's Climate Change Plan: 2026–2040

This Climate Change Plan (CCP) sets out the policies and proposals the Scottish Government will take forward to enable our carbon budgets to be met between 2026-2040.

The Plan outlines the actions Scotland will take to reach net zero. The actions are shown within 7 sectors: Buildings (Residential and Public), Transport, Waste, Energy Supply, Business and Industrial Process, Agriculture and Land Use, Land Use Change and Forestry.

YouthLink Scotland worked with nine youth groups to raise awareness of the plan and gather young people’s views to feed into the consultation on the draft plan.

Key themes that came up were:

• The need for climate education in youth work and schools and for adults in the community.
• The importance of the transition to net zero not leaving people behind or disadvantaging more marginalised communities. “Make the green option the cheap option, not the rich option”.
• The need for safe, accessible, reliable public transport, particularly in rural areas and extending free / discounted transport for young people across all public transport and up to 25.
• The importance of ongoing dialogue and collaboration with young people in developing and implementing these policies – “come to youth club and ask us, don’t just send us a survey”.
